EVA Air started with foreign pilots but over time they have gotten some local Taiwanese pilots too, training from the ground up. Interestingly, CI has been diversifying away from their ex-Air Force flier cadre over the years because these ex-military guys and their insular culture were often an obstacle to making reforms in operational procedures (yep, the safety record and the crashes).
Fat chance. A relative of mine works in CI management and he told me the existing ex-military pilots are making it very "uncomfortable" for the newly trained pilots from the ground up. They would even hamper their development by purposely not tutoring them in the cockpit, and make them do silly tasks.
