If both segments are on United (pls confirm):
- their bags will be checked - but they'll need to claim them at customs in IAD and recheck them (easy) once they've cleared customs.
- There's a TSA checkpoint after customs - once they clear that it's an escalator ride up to the main hall in the C concourse
