No but when a bag is over 23kg we label it as heavy. This then indicates to those in baggage handling that two men should lift it as opposed to one. Using two men to lift a bag has a higher cost than using one.

The heavier bags in the hold are, the more fuel needs to be carried and this has a cost base too.

The reason F, CW, CE and Golds and Silvers are allowed up to 32kg is in recognition of their greater spend with us.
