A couple of possibilities come to mind.

1. Brokerage customers have their own set of AMEX account numbers that take precedence over the type of card (GOLD or PLAT)

Example 3713 = US PLAT, 3715 = US CEN BROKER = ????

2. There are now so many PLAT cards that they can no longer use the PLAT sequence that they used to.
