You are allowed one bag plus one smaller personal item. CO doesn't demand/require that you place something under the seat in front of you. The bins are basically first come, first stuffed with whatever you can cram in there.
And ragging on about what the FAs bring on board is silly. They are required to place their bags on board. Get over it. Most planes only have 4 FAs so it's not as if they take up all the space. Just look to your left or right-it's all the passengers that help fill the bins up.
