As far as I am aware there is no difference in access policy between the two lounges (the doc on the KLM website is even the policy for all Crown lounges, including YYZ and IAH). In fact, when I fly KL to the UK and arrive early I would use the non-Schengen one. Assume the OP also tried the non-Schengen lounge.

Although CityJet very much refer to their parent company and FB membership, they are not ST member and hence do not give lounge access. Very strange interpretation of the rules, of course, because the same flight booked under a KL code will allow for access to FB Gold & Plat.
