I don't think its a matter of being lied to as the company's response will simply be lets just communicate better as its cheaper than having to fulfil the suite benefit or pay out compensation.

I find it interesting that the company appears to give the impression that it wishes to redefine suite availability and place further restrictions. The suite upgrade is a major reason why customers choose to spend 25 stays/50 nights at starwood properties.
