UA published "scheduled" and "actual" departure time

Perhaps this is covered elsewhere but I couldn't find it, sorry: What does the "scheduled" and "actual" departure time for flight status really mean? Does it mean the time the gate was closed, or the time the flight actually took off from the platform? How much of the difference between the two should give a valid reason to complain in case someone is pissed about missing his flight, which took off before the published "scheduled" time?
