The SOP version I am hosting is the second one released. My version had the SSI claim removed and in fact the file name is OP_NO_SSI.pdf
I should be safe because there is no claim to SSI made as required by law.
I agree -- Probably 200 posts ago, I posted what the EO 12958 and other executive branch guidance says about private citizen possession of classified material. In real espionage cases, classified information is surrepticiously removed from government possession and passed to a foreign person. There is money or other sort of compensation involved. This SSI stuff doesn't even come close. There could be administrative sanctions levied against those who mishandled it in the TSA. But, any private citizen who manages to come in contact with this information can wrap Christmas presents with it if they want.
