Talked to the service guy and it turned out that corporate wanted it where the thermostat would not kick on until there was a difference of 5 or greater than the set temp. The lowest you could set it was 65 so the coldest it ever got was 70. It was a remote wall unit so I just unscrewed it and left it in the bathroom after a hot shower. Not pretty, but it got the job done.
I can assure you "corporate" hasn't mandated anything like this
