As to the validity of the document, I've written many, many documents and suspect that while some sections have changed that the meat of the document still resembles what we're reading today.
Oh ABSOLUTELY!
The vast 'meat' of this document is intact with some minor tinkering and additions. In fact it shouldn't be that hard to make any updates to the document to bring it current just by common knowledge.
In my experience as a writer of these sort of 'tombs' - they change very little from version to version
