I'm sorry, but this is just completely wrong. All banks in Canada can issue cards on whatever network they want. RBC just announced their RBC WestJet World Mastercard, and there are rumours of TD launching their own Mastercard product soon.
Second, MBNA not a serious bank?! MBNA is the Bank of America, one of the largest banks in the world! I don't think it gets more serious than that, but then you omitted Citibank another one of the world's largest banks which also issue Mastercard in Canada. And HSBC which is probably the world's largest consumer bank and another bank that issues Mastercard in Canada.
