The standard Amex cards, like Green/Gold/Platinum/Centurion are issued by American Express in the US and in some other countries in local currencies.
The International Dollar card is issued by American Express International (in UK) for people living outside of the US
- when there is no local Amex representative
- when people want to be billed in US$
These cards are
NEVER issued by other companies than Amex.

Co-branded Amex cards (they have the blue Amex logo on the lower right corner of the card) may be issued by other companies, and managed by Amex or a local financial partner.
In the case of "SBS", they try to find people to "invest" 150,000$ or more in order to get a Platinum or Centurion.
This can't be true, because American Express International (UK) solely decides who get a card or not.
What you may send to this "SBS company" has no impact on the card you could (?) receive.
It's your problem, if you want to send 150,000$ to an unknown "company" in Moscow.
