It looks like Milwaukee has the worst of it by far and according to FlightStats.com at this time, Milwaukee is the only Midwestern city with any delay and it being moderate at that. I wouldn't consider this poor customer service, as they are not obligated to give waivers, and given that Frontier (and Republic) are fairly new to a lot of Midwestern cities I would just consider it growing pains. It is, however, very generous of other airlines to give broader waivers, and I'm sure down the line Frontier/Republic/Midwest may offer more waivers where needed.
