Plat certificate 1000 mi for dining - stay not required?

Question #1
The platinum certificate says 1000 Hyatt points for eating at the Hyatt restaurant, stay is not required. How does this work exactly? Most of the time they ask you what room number you’re staying in so as to bill you on the same receipt. Do I just say I’m not staying at this hotel and just here for the grub?

Question #2
Say that my non-stay dining at the hotel came out to be $100. Even though I’m not staying there, can I earn 500 Hyatt points for that $100 dine?
