The same reason you actually have to fly on an airline ticket to get mileage credit.
If you didn't have to actually show up at the hotel or take your flights, then it would be too easy to qualify for promos, status, etc.

Just to underscore what William and others have said--the limit on 3 missing stay credit/year via the website is a limit VIA THE WEB FORM ONLY. You can still request missing stay (provided you actually stayed) credit from SPG via e-mail/fax.
