It does. I had a similar issue a couple of months ago booking two one ways to and from Mexico. The tax was applied in full for the way back, so I changed the reservation to 1 return so it wasn't applied.
I did ask bmi about it and they basically said that they were now required to collect this by the Mexican authorities in full after going through legal consultation etc. That could be complete cobblers, but as I changed to a return and dodged the charge without argument, I didn't have to pursue it.
