Not according to the material on Amex's website. You actually get 4 points/dollar at Starwood properties the first year because you get an automatic Gold membership.

After that, you can either pay for the membership or get it through stays. But even if you don't pay for it, Starwood's base level (Preferred) gives you 2 points/dollar spent at its properties.
