Actually under the FHR program the upgrade is supposed to be a one category upgrade - and pretty consistently that is all I have ever received. Typically you are told the FHR rates, and what each rate upgrades too. At Four Seasons, for example there are usually 3-5 regular room categories before you get to the Four Seasons Executive Suite. You would only upgrade to an Executive Suite if you were at the highest regular room category. I've never been moved in to a "gigantic suite" under this program. Also, be aware that the FHR rate at both Four Seasons and RC is usually the rack rate; if you're eligible for any type of corporate or discounted rate you're better off skipping the FHR program amentities and booking under the discounted rate in many cases.
