That is one approach - but I personally think it is wiser to have bags that LOOK like they have nothing of value in them. Baggage theives don't have time to go through all bags - they will try and open the ones they think are most likely to make them the most $. I suggest inexpensive bags and locks - less chance of them targetting your bags. Just my approach and opinion on this.
