Yes, they are doing hard pulls. I was denied on 11/21 (as mentioned earlier in the thread, the alleged reason(s) being based on the Citi cards I had open at the time), and Experian absolutely shows a hard pull 2 days earlier.
A better question would be "what happens if you make 2 simultaneous Citi apps?" I'd be astonished if Citi did two separate pulls, but I have no data providing a definitive answer.
