Question regarding hard pulls

I have a question regarding hard pulls on these applications that are being denied by Citi. I am wondering, are hard pulls being made? Perhaps so, but I was just wondering if maybe not. It seems that Citi is rejecting our applications based on the fact that they are able to recognize they've already issued multiple cards to an applicant, and they no longer want to give previous churners any further cards and miles. Therefore, I am wondering if perhaps these recent Citi applications are being denied before a hard pull is even made, that maybe the applications didn't even get that far in the application process, and hence no hard pull was made? Either way, I personally don't know and assume hard pulls are being made, but I just wonder if may not. Is there anyone here who does know that can clarify this curiosity? Thanks.
