Various GAs, TAs and CSRs have told me different things. Some say the flight has to be delayed by at least 30 minutes for the switch to be made without paying the fare difference, others say 15.
As far as I know, the official policy is 30 minutes. It's not in a customer-accessible document, but I believe the gate agents can look it up if they need to.

That said, everyone knows that the final delay usually exceeds the initially posted delay. When a 15-minute delay is posted, you can be pretty sure the final delay will be at least 30 minutes. That's why some gate agents will let you take the earlier flight for free when the posted delay is only 15 minutes. Either that or they look at the 35-minute delay on the inbound aircraft.
