Does WN have an official policy about payment of the difference between WGA and AT fare when a passenger is on a delayed flight and desires to switch to an earlier departure?

Various GAs, TAs and CSRs have told me different things. Some say the flight has to be delayed by at least 30 minutes for the switch to be made without paying the fare difference, others say 15.

Is there an official time?
