Why would one hope that this would be "reversed or waived"?

The hotel obviously knows it can fill with people who WANT to purchase its package. If OP doesn't want to pay the tariff, then he should go somewhere that fits his budget and desires. We all make decisions on what is "exhorbitant;" this is no different.

Why should the hotel break out his package for someone just because he doesn't llike the terms? I might think that Mercedes charges too much for its tires. Should the dealer remove the tires for this reason, and sell me a vehicle with no tires? Some might want him to, but IT'S UP TO HIM.

The hotel is offering a package at a price and with terms. Any buyer is free to purchase, or not. If not, fine, go somewhere that meets your requirements.

I wish the hotel and its guests a wonderful New Years Eve and a great dinner. I wish the OP the same. I just don't see why they MUST be the same dinner.
