I'd consider the Imperial Palace as a better location than Hooters and early check in wasn't an issue there for us (we didn't actually stay the night but had a late flight out so checked in at 8am and left at 10pm as the night's rate was only $15). It's $24 per night on your dates -if the Hooters slots deal is only on selected machines then this is IMO a better deal.
Rooms were clean, bit basic and tired but adequate and the location is far better for what you're looking for than Hooters.
