Sounds reasonable that they should upgrade or find an alternative with another supplier at no extra cost.

Rental agencies in Florida typically oversell their smaller cars and try to sell upgrades to unsuspecting European visitors. Those visitors who stand their ground fnd they have a higher group at no extra cost.
