I can take pictures all day long of people throughout the airport, and assume that it is legal to do so, as I have never been asked to stop.
So let's say I take photos of the boarding process (in the gate area) and I will have photos of every person who boards the plane. What is the difference to the person if I get their picture in the plane or in the gate area?
I guess because the boarding area is airport property, not United's, they rent the space. The plane is United's property, so they can have their rules.
