But did you check one-way rentals, too? Rate 1 includes a drop-fee and Rate 2 doesn't mention anything about a drop fee. I've never been charged extra for drop-fees with Hertz unless it had a fee listed in my booking online. Have they changed this recently?
Also, why would the rate including all the insurance be cheaper than Rate 1? Doesn't make any sense to me...
