Pretty sure that info is wrong. Everything I've seen says once Jan 12 comes you can request upgrades under the new system.

FAQ (not 100% on point but neither does it say anything about time of purchase restriction):
you can upgrade any United ticket provided that the ticket is in an eligible fare class (J, C, D, Z, Y, B, M, E, U, H, Q, V, W, S, T, K, L), regardless of where you purchased your ticket.
