Yes, letting your kids run around in the halls of the hotel is wrong, any time, any floor.
I've never heard of Concierge floors as "no kids" though. I thought it was for loyal travellers and those willing to pay the higher rate. I'm there all the time when I'm on vacation/personal travel and have no problems with me or others bringing kids along.
Normal rules apply - keep kids under control, no bothering others, etc.
