I noticed you had mentioned a fax option as part of your potential solution and from my own experience, I would recommend a company called Interfax. My fax usage is very much zero nowadays but when I first set up a number of years ago, I found these guys to be very reasonable. Its purely email to fax from what I remember, I had an 0207 number and I think the cost was 6p or something similar, per page.

These are definitely worth checking out, especially if you don't send a lot as they don't bill you monthly, it's done on PAYG.
