They're just there to make the pax feel good about themselves and so you can easily spot your bags coming off the belt.

I've only got one data point to offer on the subject, but the other day, my bag from a LAX-JFK flight arrived fifth on the carousal. That has NEVER happened at JFK before. I was standing next to a couple of other J cabin passengers and their bags were second and fourth to arrive on the carousal.
