Most fares allow stopovers in SIN, but it would also help if I know the full routing, and the fare basis. The charge might be for the Singapore Departure tax but US$25 is too high to be that. I think its more like S$28 (US$20). So you'd have to ask exactly what is the charge the ICC is quoting you for.
