Hardly. The fine is a fly to be shooed off of their shoulder. The cost in bad PR has already been paid and I suspect it was significant. The fine won't reinforce their already high motivation to not let it happen again. CO was punished for not thinking of and planning for EVERY eventuality under the sun, for not holding their subs hands and for getting screwed by the poor performance and decisions of other airlines. Real fair.

And yes, I'm a little biased because it takes profit out of my pocket. For what?
