When I called they said they charge a $7 booking fee. I called the US number because I assumed the South Korean number wouldn't have any English speakers.

I checked out a few travel agents in Busan yesterday. I found one that spoke English but he said that they can't issue tickets on Saturday and to come back on Monday.

Honestly I don't think I'm going to find a ticket for ICN-PEK o/w for less than 131,000 won. Seems like a great price. I'll go back to a travel agent on Monday and see if I can do better.
