If it were operating it would have a registration number. LHR gets its fair share of heavy general aviation operations. There is an FBO - Harrod's Aviation as well as a VIP/Head of State facility to handle general aviation at LHR. I believe Head of State movements are exempt from slot requirements, but are arranged in advance via the appropriate government agencies.
