So you don't think the problem is with my credit card having a billing country different to my departure country?
It infuriates me that I have to pay a booking fee to have someone book it over the phone because their website won't work! I'll try it again on one of their other sites today or go into a travel agent.

Air China don't charge an offline booking fee. They usually treat telephone bookings the same as online bookings.
This says more about the way things are booked in this part of the world than anything else - a lot of people are still used to going to travel agents...
