I'm trying to book a flight from ICN-PEK but the site keeps saying I have a credit card error. Is this because my billing address is not in South Korea?

I was using the South Korea website because I'm in South Korea, but if I look at the same flight on the US site its 3 times the price ($360 versus $120).

Any suggestions? I'm trying to avoid going to a travel agent.
