One other thing I forgot to mention, in response to your questions. I've run into several occasions when a property wasn't listed on the Rewards page, but DID show up on Marriott's homepage "Hotel Search". When I called Marriot rewards, I was told that they would be happy to book it for me using Reward points. Go figure.

Regarding the Flora, I believe it is a fairly recent acquisition of Marriott, and apparently, they've come kicking and screaming the whole way.
