I'll disagree with this on multiple fronts.

a) North American pax have very low per capita duty free spend compared to Russians, Turks, Middle Easterners and West Africans.

b) Your view appears to be limited to the Lufthansa destinations from Concourse A. Let's not forget that Concourse C is entirely dedicated to non-Schengen destinations ranging from Accra (Ghana International) to Bangkok (Air Berlin) to Cairo (Egyptair) to Dubai (Emirates) to Erbil (BlueWings) to Istanbul (Turkish) to Punta Cana (Air Berlin) to Teheran (Mahan Air) to Tripoli (Afriqiyah) and many many others!

c) If you visit the Duty Free shops on Concourse C, you will see many product labels in Russian and Turkish (in addition to English and German). I think thats pretty good evidence that the duty free shopping is geared primarily towards Russians and Turks.
