This is absolutely true, especially overseas. I travel regularly for conferences and only use the conference rate about 10% of the time, as I can usually find a much better deal through a promo code. The most absurd example of this was a meeting in Glasgow a few years back - the conference rate was around $300USD/night and I booked it via cheapohotels for $110USD/night.

In all my conference-going, I've never been asked for proof of conference attendance.
