When airlines move the fuel costs out of the base cost of the ticket and keep the revenue without it being taxed they aren't "doing something to try to make money." They are doing it to avoid taxes.

I have never paid the 7.5% tax on my upgrade costs, at least not that was broken out in the same way that it is on regular fee breakdowns that I've seen.
