Even with all of the taxes, I still don't think the FAA's budget and the full cost of airport operations nationwide (owned and operated by various and sundry state/local authorities) is entirely paid by industry taxes/user fees, etc. There is still some amount of general revenue going to support transportation--which is not necessarily a bad thing, as it helps the overall economy (depending on your political point of view).
