Filling out one form for multiple people in a group is only possible if the group are a family. Since Jessica and her Brit are not married, they would not meet this definition - hence the need for two forms.
My advice would be to split up and use the citizens' and non-citizens' lines respectively. That way whoever is through first can keep an eye on the checked baggage if it makes it to the belt before both of you do.
