Why does Delta SkyMiles make me live in Asia to take advantage of travel on Jetstar?

I want to take advantage the SkyMiles Asia travel offer advertised on the Northwest web site listed below:

Start planning your next vacation to Bali or Ho Chi Minh City -- because SkyMiles now offers you even more choices for award travel in Asia with the addition of our new airline partner, Jetstar. From just 15,000 miles, you can redeem award flights from Singapore to 16 exciting destinations.

Delta will not let me use my frequent flyer miles unless I change my address to one in Asia.

Their website says, award redemption on Jetstar is currently only available to SkyMiles members with a mailing address in Asia Pacific.

Two questions:

1. Why does Delta have this restriction on their redemption of our earned frequent flyer earnings?

2. Can a friend living in Asia book a ticket for me using their FF points? (I can buy a ticket for them using my FF points in the US).
