AC has almost never tried to accelerate handling of priority baggage. ( I say almost
because I remember at one point they had a dedicated priority carousel in YYZ T2,
and that worked quite well!), but in more recent years all luggge comes at random,
priority or not. Other airlines do emphasize priority treatment, and seem to be able to
handle it much better than AC.
