I don't believe the luggage handlers are AC employees -- rather, they are employed by the airport (or possibly by a subcontractor to the airport).
I have also seen the same kind of hit-or-miss results on luggage priority from other airlines at YYZ, including AZ, KL and NW. I don't know how the luggage handling is at YYC, but YYZ is one of the slowest airports for luggage that I have seen in the western world.
My usual solution is to pack light and not check luggage ...
