An EXP on an international itinerary can use the FL.
You said you were told this on checking in. Did you ask at the FL?
At ORD I went to the AC (wanted to take a shower) and they tried to direct me to the FL.

. Lounge access rules on the AA website say are conflicting -- in one place it says that EXP in business may only use AC, but further down the page it says that Emeralds may use the FL. What's the collective experience with this?
