The Hilton Waikoloa Village doesn't really have a "water park". It's more like a couple of large pools with a few water slides. It is nicer than the Marriott pool area, but its not Shangri La.
That being said, you could simply walk along the shoreline path to the HWV and partake of the pools. While they control access to their towels I haven't seen them checking on individual customers and you're not required to wear a wristband.
BTW, the walk along the shoreline is quite interesting with some ancient fish ponds and archeological sites.
I would be interested in hearing from those who may have, upfront and above board, accessed the pool facilities at the Hilton earlier this calendar year - if so, was there any charge.
